Certificate of Conformity for Maintenance Functions

The maintenance of railway vehicles is carried out in workshops where the specified maintenance functions are performed, for which the entities performing maintenance functions must receive a certificate from the Executive Agency "Railway Administration".

The maintenance functions for which the certificate allows certification are:

• a maintenance development function, responsible for managing the maintenance documentation, including configuration management, based on design and operational data, as well as quality and experience gained;
• a rolling stock maintenance management function, responsible for decommissioning a wagon for maintenance and its re-commissioning after maintenance; and
• a maintenance execution function, meaning the performance of necessary technical maintenance of rolling stock or parts thereof, including the documentation related to maintenance.

An entity or organization taking on one or more maintenance functions mentioned in Article 14, paragraph 3, letters b)—g) of Directive (EU) 2016/798, or part of these maintenance functions, may voluntarily apply the certification system based on the principles mentioned in Article 6 of Regulation (EU) 2019/779. The purpose of this certification is to ensure that maintenance is carried out in a controlled process that meets common quality standards at all stages. Article 14, paragraph 5 of Directive (EU) 2016/798 regarding the validity across the entire Union should also apply to these voluntary certificates.
