Safety Certification
The Railway Administration issues a safety certificate to the manager of the railway infrastructure in the Republic of Bulgaria. Having a safety certificate is a mandatory condition for starting operations by the manager of the railway infrastructure, managing the whole or part(s) of the national railway infrastructure. The only exception to this rule is managers of private railway infrastructures.
The safety certificate confirms:
- The establishment of a Safety Management System (SMS) by the railway infrastructure manager in accordance with the requirements of Chapter III, Section III "Safety Certificate for a Railway Infrastructure Manager" (according to Ordinance No. 59 (Art. 47, para. 1, item 1);
- The adoption of the railway infrastructure manager's rules for fulfilling the specific requirements necessary for the safe design, maintenance, and operation of the railway infrastructure, and the maintenance and management of traffic control and the signalling system (Art. 47, para. 1, item 2 of Ordinance No. 59).
