Supervision

General Information

Supervision includes actions by the EA "Railway Administration" towards railway enterprises or railway infrastructure managers who have been issued Part A and B safety certificates until their expiration date, a single safety certificate, or a safety certificate for performing specific tasks defined in DELEGATED REGULATION (EU) 2018/761 for establishing common safety methods relating to supervision by national safety authorities following the issuance of a single safety certificate or a safety authorization in accordance with DIRECTIVE (EU) 2016/798 of the European Parliament and of the Council and repealing REGULATION (EU) No 1077/2012 of the Commission.

Guidelines/Supervision Process

-    Conducting interviews with people at different levels in the supervised organization;

-    On-site checks and inspections including observations of processes and activities performed by the audited organizations, measurements according to approved procedures, and other control activities;

-    Review of documentation and archives related to SMS (Safety Management System), SMP (Safety Measures Plan), and dossiers and documents from applicants within the framework of procedures for issuing authorizations for putting into service – in terms of supervision for compliance of operational compatibility components with essential requirements;

-    Review of the results of the work of SMS or SMP, identified during inspections or similar activities. One of the key issues in this case is how to proceed with a new railway enterprise for which there is no previous information or data from previous audits. EA "Railway Administration" has adopted the principle that each new participant undergoes a full assessment of its introduced SMS and SMP, and the certificate issued for the first time is for a shorter period than the maximum five-year period;

-    Compiling checklists for comparisons between regulatory requirements and the observed during the review of the results of the work of SMS or SMP and/or established during inspections, measurements /of parameters of components/ or related activities.
