Operational Compatibility
General Information
Railways hold one of the most important places in the formation of European policy. From the mid-19th century to the present, the tasks and goals have changed – in the past, the main influence on the development of railways was exerted by industrial transports and military needs, while today society faces new problems at a European and global level – on the one hand, these are environmental preservation and climate changes, and on the other, the removal of borders and barriers between countries.
In the historical development of railways, differences in railway networks were created as a series of obstacles, which today can easily be resolved with aviation. The operational compatibility of railway transport is the modern way these barriers can be gradually eliminated or, in other words, Operational Compatibility is an initiative of the European Commission to help achieve a single market in the railway sector.
Achieving full operational compatibility is a goal that cannot be achieved in the short term due to the high investments required to replace existing requirements with technical specifications.
The challenge today for the member states of the European Union is to find the most effective way to increase operational compatibility.
Application for issuing a permit for putting into operation a structural subsystem or part of it
Application for issuing a permit to a person for assessment and verification of conformity of components and subsystems with the essential requirements for operational compatibility
Application for issuing a permit to a person applying to carry out conformity assessment activities of a subsystem or part of a subsystem with the requirements of national safety rules or technical rules
Application for issuing a certificate to a person applying to perform independent risk management procedure assessment in accordance with Implementing Regulation No. 402/2013 of the Commission on the common safety method for risk evaluation and assessment.
